Controversial Sylvia Court Scheme Set for Rejection


Planners' report recommends building in communal garden be refused

A planning application (2023/2088) to build a three-bedroom house in a communal garden of a block of flats on Putney Hill seems unlikely to proceed.

Following a number of objections from residents, council planners have now submitted their report on the proposal recommending that it should be refused permission.

The residents have had to accept a previous plan to increase the height of the development with two new storeys to be added to create six new flats, but it now looks like the detached property with a living green wall will not go ahead. It also means that four lime trees would no longer need to be felled.

The submission by Northlight Architects stated, “The proposal seeks to create a discrete but elegant building, having regard for the character and appearance of the surrounding area.

“We have shown how the constraints of the site have been used to inform the design and to create an elegant scheme for a family house filled with light and encircled by vegetation.”

However, the council’s planning team shared residents’ scepticism about the proposal and have now informed the applicant it is to be rejected.

East Putney Cllr Ravi Govindia said, “The formal decision will be made under the ‘Scheme of Delegation’, which helps to speed up applications by enabling officers to decide them without going to the Planning Committee.”
