Developers have submitted a new scheme for East Putney conservation area

Plans have been submitted to demolish a storage warehouse in Upper Richmond Road, Putney, to replace it with a three-storey mews development providing nine homes.
Grove (Putney) Ltd has applied to Wandsworth Council for permission to replace the warehouse behind the Majestic Wine shop on the ground floor of Atlantic House with 2 x 4-bedroom dwelling houses, 1 x 3-bedroom dwelling house and 2 x 4-bedroom flats and 4 x 2-bedroom flats.
A scheme to build six houses on the site, including building on the warehouse car park, was approved in April 2022, but the developers are seeking the go-ahead to build three more homes with a new design.
A Heritage Impact report submitted on behalf of the developers says Atlantic House is not listed locally or statutorily but is within the East Putney Conservation Area and is “considered by Wandsworth Council to make a positive contribution to this asset”.
But the report, by HCUK, added that a Conservation Area Appraisal found “the warehouse structure makes a negative contribution to the character and appearance of the conservation area. It is a large and ungainly addition to the host building and does not relate to the original, or post-war development of the area.”
Wandsworth Council is inviting comments on the scheme, which would be car-free, until 11 May. You can make a comment on the council’s planning explorer by searching for application number 2023/1328.
An Atlantic House resident has said he supported the proposal “because it helps to alleviate the housing shortage”.
But a fellow Atlantic House resident objected to the proposal because of her concerns about the planned basement. She said: “The construction of the basement is it going to harm the surrounding area with noise pollution. Any noise control? Will it lead to a sinkhole problem?”
A Kendal Place resident said the development would lead to lack of privacy and loss of light to his home. In an objection letter he stated: “There will be a total of five flats that will be within 10 metres of areal distance from windows of existing properties, which leads to the complete loss of privacy for both new and existing residents.”
He also said he felt the scheme would lead to congestion in an area which is already “struggling with the volume of traffic and parking”.
