Progress Made on Alton Estate Redevelopment


Council starts search for partner and appoints contractor for Fontley Way scheme

This week has seen some significant steps forward in the planned redevelopment of the Alton Estate in Roehampton.

The council has begun its procurement process to determine which organisation it will be partnering with to carry out the development.

They have appointed Montagu Evans to advise them as they seek to find a replacement for Redrow Homes who bowed out of participation in September 2020.

Decisions were taken at the November 2020 and February 2021 Housing and Regeneration Overview and Scrutiny Committees that confirmed that the council’s preferred delivery model will be a corporate Joint Venture with a private sector partner.

It is expected that the procurement process will take around 12 months to arrive at a preferred bidder, with a further six months to negotiate and sign contracts before work can begin.

This latest move became possible following the Mayor of London’s recent decision to rubber stamp the proposals.

Cllr Ravi Govindia, Leader of Wandsworth Council, said, “Now that we are moving towards planning permission being finally granted for the Alton Estate’s transformational regeneration, we will move forward and seek a new partner to deliver the scheme. I know that residents are looking forward to better opportunities in the area and this announcement demonstrates our ongoing commitment to the regeneration and the benefits it will bring to the area.”

Cllr Jonathan Cook, Cabinet Member for Housing, commented, “This is an incredibly important milestone for the Alton Estate. The procurement of a new partner marks a significant step forward for the delivery of the regeneration which, once the process is completed, will allow us to get on with the physical transformation of the estate.”

The project will deliver around 1,100 housing units, a new community hub (containing a replacement library, new community hall, youth facilities and replacement accommodation for two GP surgeries), a replacement children’s centre and nursery, enhanced shop and new business space as well as new public open space, play space and the public realm, including a new public square on the corner of Roehampton Lane and Danebury Avenue.

While the procurement process is ongoing work is still going ahead, with the recent opening of 10 new council homes at McKinney House on Bessborough Road.

Work due to start on 14 new council flats at Fontley Way in the coming months.

The council is on the point of signing contracts with Stack London Ltd to build them.

Stack London has previously worked on a number of projects including new residential buildings and refurbishment projects across London and the South East of England.

Seven of the units will be Council homes for rent with the remaining seven being equity share homes. Two of the units will be fully wheelchair accessible. The new flats will be allocated to tenants and residents in the Alton regeneration area.

The project team will soon be arranging an event for local residents to meet with the contractor and raise any questions that they might have about the development.

Councillor Jonathan Cook, Cabinet Member for Housing at Wandsworth Council, said, “This is an important milestone for the project, and indeed the wider Alton Estate. At Wandsworth Council, we place great importance on the quality of wheelchair accessible units so I am pleased to see that there are two homes included in this scheme. We are looking forward to working with Stack and starting on site to deliver further housing in the borough.”
