Putney Heath CPZ Gets the Green Light


Consultation shows strong support from residents for parking restrictions

A report by Wandsworth’s Director of Environment and Community Services is recommending that a proposal for a Controlled Parking Zone (CPZ) in the Putney Heath area be proceeded with.

The recommendation comes after a consultation on the plan showed substantial support from local residents in the area for parking restrictions.

A petition was received last year from residents in the Putney Heath area asking the Council to introduce a CPZ. There were complaints about roads in the area being heavily parked on both sides, making it difficult to find a vacant parking space. The online petition was formally presented to the Council Meeting on 16 December 2020 by Councillor Ambache who requested a review of parking and a consultation with residents.

The Putney Heath area comprises a network of Highway and several private roads in the West of the Borough. It is accessed via Telegraph Road or Wildcroft Road which are two largely non-residential roads with heath land on both sides. One large private residential estate on Portsmouth Road is Highlands Heath, composed of several separate blocks again with some off-street parking.

The problems were attributed mainly to the absence of CPZ restrictions allowing non-residents (commuter and other long-stay vehicles) to park for free and without a time limit.

The Roehampton CPZ, R1 sub-zone (10am to 11am, Monday to Friday) was introduced in nearby roads Akehurst Street, Nepean Street, Rodway Road and Umbria Street in 2011. The R2 sub-zone (11am to noon Monday to Friday) was introduced in Longwood Drive, Westmead (West of Dover House Road) and Coppice Drive in 2013 and extended into Roehampton High Street, Medfield Street, Ponsonby Road and Treville Street in 2018. These represent the only changes to the parking arrangements in the area since the A3 sub-zone of the Putney CPZ was introduced in October 2001.

A previous consultation in 2014 did not show overall support for parking restrictions but following the receipt of the petition in July / August 2021, a new consultation was carried out with all residents in these roads, to ask for their views.

Of the 335 consultation letters delivered, 178 were returned. This represents a response rate of 53% of households. The responses over all roads consulted indicate that the majority of respondents are dissatisfied with the present parking conditions, 136 (83%), and support the introduction of a CPZ into their roads 138 (85%). The most popular days were Monday to Friday, 89 (55%) and hours were 11am to noon, 86 (53%).

It is now proposed that detailed design be undertaken to introduce a new CPZ operating 11am to noon, Monday to Friday.
