Cyclists

Yes, that would be the thinking. It might be possible to just automatically direct warnings to the bike hire companies. With AI it is much easier than it used to be to monitor footage. If you make it a licence condition that they act when their customers ride in an anti-social fashion the problem would be significantly reduced. You might even find with geolocated and time stamped footage, the hire company could identify miscreants even without a serial number.

They are too genteel to run to the pavement...I like to think that they would look disapprovingly from the pavements edge.

It's actually hsrder to gauge the speed of cyclists now that some of them are actually really motorcyclists and their machines should be registered as such.

My observation is that regular cyclists tend only to commit relatively trivial breaches of the rules on red lights going through when there is clearly no risk to themselves or anyone else. The worst cases in which a cyclist weaves through pedestrians on a green man phase at a crossing are nearly all involving someone on a hire bike. Registrations for cyclists generally is a daft idea but a clearly identifiable serial number on the front of these bikes would allow the culprits to be identified easily.

Do the police have the manpower? Maybe small drones could be tried. Non-lethal.Or bike trackers are readily available (GPS or Bluetooth). All E-bikes already have them. They could be made mandatory, and would be better than plates, I think.
