How come they built the most fantastic churches and buildings years ago, but now are unable to even mend a pothole.

Probably because they believed the propaganda about the afterlife and were investigating in their futures after death, not looking for short term capitalists return on their investments? In those days people voluntarily gave money to the church. (I know some still to give money to their religious bodies but a lot fewer than in the past.)
