Well who was the exact person who said there was a problem with the Bridge, or is it just planned to cause disruption.

Hammersmith and Albert Bridge closures weren't planned; they're closed because of failures in their structures so there's no option regardless of traffic volumes. No idea what the Wandsworth Bridge works are. If not structural it would seem sensible to postpone it unless traffic flows not affected?

You would presume that this is subject to the Albert Bridge reopening. This summer will be quite interesting because fewer people will be travelling due to global conflict and its impact on the price of flights. If Wandsworth, Albert and Hammersmith Bridges are all closed at the same time on the assumption of quiet roads in July then this may be a mistake.
