And yet, although there isn't room for cars to move aside, they somehow manage to, since the ambulances don't remain stuck there. But the bigger point is that, and I agree, PHS is the problem road - at present, and that's a crucial qualification. That's because if, by some miracle or sleight of hand, PHS was freed, other choke points would emerge because the whole London network as a whole is crammed with too much traffic and simply cannot cope. Making more space for cars won't work in the longer term, because it will only encourage more drivers to join, resulting in the same congestion but more cars polluting the atmosphere. The only real solution is to reduce the number of vehicles, the obvious solution being time-variable road pricing. But who would have the intestinal fortitude to take on the car lobby? That's where a Brunel or a Bazalgette is needed.
