A failure of Intelligence or of intelligence?

What did Starmer not know about Mandelson and when didn't he know it?And, of course, what did Mandelson not know about Epstein and when didn't he know it?Is this perhaps a case of MI6 vetting failures, or just 2 unfortunate individuals suffering progressive memory loss? (I can at least sympathise with the latter problem).
