2 - Heathrow’s radical plan: Demolish villages and tunnel the M25 so planes can fly overhead

My question: why Heathrow? There are 6 international airports in London and 15 in the UK. I thought growth was supposed to be for the whole country, not just Heathrow.
Demolishing villages near Heathrow and building a tunnel for the M25 does not make an iota of sense to me.
