Yes, that description is cryptic without context, Ivonne. There's an annual British Astronomical Association weekend conference at Sparsholt College near Winchester - the "Winchester Weekend". Some take telescopes in the hope of doing observing after lectures and dinner. The UK's weather often interferes with that - as in that image. The bar then becomes the alternative activity for many.
