Came from Sainsbury's Lunch Time, ready to cross the road, a young lady about 40, I couldn't understand her, thought was going to ask for directions, asked for money for food.  the lady had a fantastic black coat and fleece underneath, clean shoe's.  I said your dressed better than me. with that she walked off to the bus stop by the old WH Smith, and was then asking a man at the bus stop.

So you didn't query or acknowledge her when she said something that you didn't understand?  You actually wrote "I said your better dressed than me".  Who did you say that to?  If that wasn't to her - who was it to?

Lucille & BarbaraYou can't tell from someone's clothing whether or not they are homeless.  That may be the only coat she has and she may have been given it or it may be something that she bought when she was better off.  Fortunes rise and fall.  You may not be aware that sofa-surfing is also categorized as homelessness ie you don't have to be sleeping out in the open to be considered homeless.Many people also manage to wash in A&E and other public washrooms and their workmates may never realise that they are homeless.There are also others who come down to London and away from their families to work in London for the week from other cities working in minimum wage jobs like caring.  These people often have a mobile phone provided by their employers for their work but can find themselves in big trouble if they lose or damage it.  They are often sofa-surfers.You tried to speak to her and it is up to you what you decide to do.https://www.spearlondon.org/wrapupwarm/

Also her clothes were spotless, smart and clean. I couldn't understand what she said, asked her to repeat her self 3 times. I feel more sorry for the 2 homeless men that sit by the cab rank in Werter Rd, their faces are so red and their eyes blood shot.  So Philippa, do you expect me to give the woman money because she might be on drugs.

I have yet to see a person who may be homeless to be well dressed Philippa!

She may only have one coat and may not have bought it herself or bought it when she did have money.  You need to eat more often than you need a new coat!  Who knows why she is short of money - there can be so many reasons nowadays.  Drugs and homerlessness also feature high but nobody asks fot money for drugs directly!

No Paul, not crying, also had a white wool hat on, so I couldn't see her hair. She was tall compared to me. But walked away and went up to a man at the bus stop.

Was she crying? If so, she sounds like someone I encountered a few years back trying out a similar scam. I can't work out why she hadn't realised being so well dress was reducing her chances of getting cash off people.
