Robert is surely right about the need for Labout to govern for the whole country. All that Rachel from Customer Complaints has done since her elevation to Chancellor is favour Labour supporters (the train drivers, the junior doctors) and penalise Conservative voters (the pensioners, the farmers and people who send their children to private schools). It was inevitable that increasing employers' NI contributions (which Rachel when in Opposition had called a 'tax on jobs') was going to slow growth. The Treasury officials who agreed to this foolish policy are personally unaffected as they don't actually run a business with staffing costs, being in receipt of handsome salaries from the state.
