I have seen collection points for vapes in Sainsbury's next to the collection point for just batteries.Every retailer who sells more than a certain amount of batteries has by law to provide collection points for these. So ask if you are buying more and can't see a collection point.

I think the Wandsworth page on recycling electrical things is brilliant:https://www.wandsworth.gov.uk/rubbish-and-recycling/smallelectricals/It shows the location of all the small electrical banks - addresses AND a map AND the dimensions needed in order to fit things in!

Duh! That should be postcode not email address! It should help you to find boxes near your home - or any other postcode you put in. As Ed warned - be aware that small electrical banks are for SMALL electricals/electronics and they may be full. If you can report any full one to reduce disappointment. Another warning: LABEL YOUR CABLES at home so that no stray but vitally important ones get recycled accidentally. It is far more time consuming trying to replace them!

www.recycleyourelectricals.org.uk is a very useful and informative website. See if when you put your email address in you get a good response.
Not light bulbs but Sainsburys locals normally have a used small battery recycling cylinder.There is a small electric recycling container on URR Charlwood Road junction. (I haven't used, advisable to do a pass to make sure those facilities are not full before setting off with your recycling)

Robert Dyas in the High Street take batteries (also old water filters). Don't know about lightbulbs but worth asking them.
