I agree it's confusing, but there's a simple solution: instead of worrying whether it's 20 mph or 30, just stick to 20 mph all the time. The difference in journey times will be small and in any case it's not that often that the roads are clear enough to do even 20 mph, never mind 30. And it's so much safer that way for pedestrians and other vulnerable road users, so everyone wins.Much the same applies to bus lanes: because the conditions keep changing: 7-10 am, 7 am to 7 pm, at any time, etc. A friend of ours never drives in them at all as that way it's possible to be certain you're not breaking the rules.There, problem solved.
