It's likely that the only nations that have the technology and knowledge for doing this effectively are the US, Russia, probably the UK and China and maybe other nations with deep diving submarines. The Houthis might be able to do this with external assistance (Iran?) but might have difficulty identifying and targeting specific cables. They might not want to risk breaking ones servicing an ally, Iran, or antagonise other middle eastern countries - UAE, Qatar, etc - or far east ones, China, also dependent on global communications.I agree, that global infrastructure resources - pipelines, undersea cables, shipping lanes, flight paths, navigation aids, satellites - are reliant on a peaceful coexistence and a commitment to international law.
