Carved heads

Does anyone know the story behind the carved heads of Disraeli and Salisbury over the shops on the west side of High Street, between Norroy and Chelverton Roads? There used to be eight I think (four of each) but apparently one fell off and it now looks like four Disraeli, three Salisbury.

No.154 Putney High Street, on the corner of Norroy Road, has 'Salisbury Terrace 1887' in the brickwork at 1st floor level on the corner. This terrace is the same building design as between Norroy and Chelverton, but doesn't have the heads.

I think  it' s  safe  to  assume  they  were  incorporated  into  the  building  when  it  was  built. Clearly  a  19th  century  Tory  voter !

Is that who they are.  I have wondered. Afraid I don't know their story.
