I suppose it's a lot easier just to pass laws so those protesting against the inaction can be arrested and imprisoned ... or pass laws about things you don't understand, like trying to ban end-to-end encryption ... climate change is obviously too difficult a challenge so let's defer action so it's someone else's problem seems to be the current government's attitude?

Yes, but they'll have to set up a committee some time after the next election to consider how to go about it.  After all, there's no hurry, is there?
