ULEZ

If anyone considers the expansion of ULEZ resulting in a daily charge of £12.50 for those who do not have the money to change their car, to be a social injustice, there is a demonstration in Trafalgar Square this Saturday 15 April from midday to 3pm. This post is simply for those who are interested and does not seek to rehearse the arguments against the Mayors policy.

I guess he was just giving useful info on types of electric bikes that would suit those older people who might want some extra help in getting up those hills!  Perhaps the digits were accidentally reversed but even so that isn't the current state retirement age - although I've noticed the NHS using 'over 65' as an age group.  They have no idea unless they actually ask the important question (which they don't seem to do but they do ask you a lot of time who you are!) exactly how fit and well someone was before they were suddenly taken ill so they have an idea of the state anyone expects or wants to return to.  There are certainly a lot of people who continue cycling long after state retirement age.  Cycling has also proved  helpful for those with Parkinsons.https://davisphinneyfoundation.org/what-you-need-to-know-about-cycling-with-parkinsons/

An observation: in the time it took me to walk from about level with the entrance/exit by Sainsbury's supermarket in Werter Road, go into the NatWest Bank, draw cash from an ATM then go back to Werter Road a top of the range Mercedes had only moved from about the same position next to Sainsbury's to just getting into second in line to turn into PHS! As I've said before, driving is often lost time and I also got some exercise:-)

Last time I had builders in, a couple of years back, they used public transport, except for the 2 who cycled.Materials were brought to site by vehicles of course, and vehicles were used to take rubbish away.The other aspect of this is that a builders' merchant's delivery vehicle would pay just one ULEZ charge (if non-compliant) to spend the whole day delivering materials. The cost of this is nothing in comparison to the revenue earnt. Moreover, builder's merchant's delivery vehicles are doing high mileage and no sanr builders' merchant would be trusting their business to a clapped out old banger.It does seem to be a struggle to get the point across that saying more journeys can be done by public transport or bicycle is not the same as saying there should be no vehicles at all.

You know how one or some builders work!  As you sort of mentioned earlier elsewhere some builders will carry building materials on their heads or shoulders.  You'll find some amazing pictures on the internet.  The coalman used to carry the coal off the lorry on his back and empty it down the coalhole.  I haven't seen that for a long time.  Things are always changing.

Builders often plan their work and take their materials and tools and workmen to a building site and drop them off.  They arrange big deliveries of heavy stuff from builders' merchants.  They don't each and every one of them need to have huge vans to travel in every day.  Much new building nowadays is done offsite anyway and is delivered readymade to site. The plumbers we had here recently had a small van but there are other workers you see in paint overalls on bicycles.

Agreed, Michael W and Philippa. I rarely need to use a Zipcar (over the last decade mostly used for ferrying around friend/relatives with mobility issues, or transporting cats to vets), and it doesn't stop me regularly travelling around the the UK and, less frequently since the pandemic, Europe and North America. The other point I'd make is that train travel is not dead time, one can read, study or post on social media. And,  yes, some businesses will need to use cars or vans.

Much of what you say applies equally to mobility aids. They are a danger to the drivers, to pedestrians and to other traffic. Also an obstacle. Prams and wheely bags too.I think Philippa's point is that many, not all, motor vehicle journeys could be replaced by the use of public transport and of bicycles. I've certainly found that myself. I hardly ever use my car these days - cycling for short errands keeps me fit and for longer journeys around London I can travel free with my old fart's pass. This leaves the air less polluted and the roads freer (freeer?) of congestion for people who really DO need to drive.

Cargobikes!  Barbara, I've seen window cleaners riding cargobikes with a ladder.  There is also telescopic window cleaning equipment.  There are ice cream sellers riding cargo bikes and delivery riders using them to deliver smaller amounts of shopping to people.  Instead of waiting for a big online delivery of shopping I understand you can get forgotten items or smaller amounts faster.  I'm lucky I just walk to a corner shop - use them or lose them!Surely you don't think that farmers should stop driving tractors because  they cause traffic hold ups?  How are they supposed to carry out their work in the fields?  They will know the roads and the passing places and will be looking in their mirrors and they can see if there is a long line of traffic behind them and will often pull into a gateway to let cars pass.  Locals will just hang back and are patient.  The journey takes as long as it takes.  If you want to be earlier then leave earlier.  It will take even longer and be a lot more hassle if you cause an accident.

How can a window cleaner ride a bike carrying a ladder, if he swings round he will knock somebody off their bike, or be caught by a car going by. How does a builder ride a bike, only if he works for somebody else and all his tools are supplied for him and materials. How do you think they will get fencing, cement to properties. Farmers block roads with tracker's so you have a traffic build up. Bikes hold vehicles up, because on narrow roads you are unable to get past them. Children sitting in the front of a bike undercover, is the most dangerous idea I have ever seen. A large vehicle is unable to see them, they only need to reverse and that's it. As for old people riding bikes, OK for down paths or side roads maybe, but not on main roads. It's bad enough seeing parents with young children wobbling all over the place and youngsters wobbling on the hire bikes. I really think the ones on here telling people to ride bikes shouldn't be riding themselves, if they are unable to really see what is going on around them.

Private cars use is highest where there is less public transport. Public transport is not evenly distributed throughout London. Who is willing to have resources redistributed? Noone is the answer.Of course it makes sense to target more densely populated areas with more public transport, but even allowing for population - I doubt it would explain all the discrepancy.With 700,000 non-compliant vehicles registered inside London plus more outside, even if the £110m scrappage scheme applied to all - which it doesn't that would be little more than £100 per vehicle.The more import question: Is that money and the ULEZ costs well spent? Wouldn't it be better to improve public transport?

I've made it clear in a number of previous threads I haven't owned a car for over a decade and if I need a car in or around London I use Zipcar, or, if further afield, hire one or use taxis, metro rail services and buses after a train or plane journey. My interest in posting on these threads is a general interest in London's transport facilities and environment.

It seems to be mainly people without a life themselves who are wittering on about the ULEZ. I hear very little from people who are actually affected themselves because they have a non-compliant car. It seems to be mainly people who (a) have appointed themselves spokesperson for the people who are actually affected and thus wish to interfere in other peoples' lives or (b) welcome any opportunity to jump on a "slag off Sadiq Khan" band wagon because they've never liked him, the Labour Party or both.Does anyone contributing to this thread actually have a non-compliant car (apart from me)?

Don't forget that Boris Johnson when he was mayor announced the first ULEZ and then promptly left it to his successor to implement it.  He likes being popular not unpopular.The Govt here was taken to the Supreme Court several times over the level of air pollution here - and lost.  They had been so slow in implementing any measures and coming up with solutions to clean up the air that they were told by the Court to come back with some plans for dealing with it.  So there are Clean Air Zones and Low Emission Zones etc.The funding for TfL is ultimately controlled by the Govt.  NHS funding comes from Govt.  Air quality related illnesses and deaths would decrease if and when the air quality improves.We have had the hottest weather ever recorded here and the longest heatwave in the last couple of years.  Heatwaves increase the toxicity of the air especially in cities and more people die in following them.  Hot weather particularly effects those with heart and lung problems.

There's obviously a need for traffic control to mitigate congestion and its environmental impact in London. ULEZ, LTNs, etc are attempts to do that and like all new innovations probably aren't ideal and need some tuning. I think the ULEZ protesters have a problem. I have a number of ex colleagues from the financial services and IT industries who are strongly opposed to ULEZ - they mainly live near the boundaries of the expanded zone where cars are more of a necessity because of limited public transport - however, I'd consider them rational individuals who probably accept some sort of environmental controls are needed. Judging by the recent meeting at St Mary's church, I think the anti ULEZ lobby has an issue. Joining forces with the likes of Piers Corbyn and linking it with every conspiracy theory from WEF to rewilding, and his brother making a mistake about Brexit is not going to get it taken seriously, particularly with capitalist minded people in financial services, or technically and business minded people in IT. So I think Mr W is probably correct: in a couple of years time ULEZ will have happened because the opposition is incoherent, Mr Khan will be furthering his political career elsewhere and Piers will be looking for a new conspiracy theory to champion - assuming he's not residing somewhere at his majesty's pleasure :-)

I quite agree Barbara,The 'I'm OK Jack' attitude has been actively promoted under the ULEZ expansion scheme. It's actually a Tory Thatcherite philosophy. "So subtract from that 69% the ones that don't own one and it gets pretty near half."Can you supply a link to such an odd reply - where 31 becomes more that 50?Transparency is key - as in all areas. We need accurate data to make informed decisions. I personally will not vote again for a party or individual that does not believe in this.That includes parties that remain silent while we torture journalists charged with telling us the truth!We need to improve air quality and we have some money to spend on it. Given the new huge numbers (700,000) of non-compliant cars - I would change my recommendation to the following:1) The scrappage scheme should target high mileage, small medium businesses that operate within the proposed ULEZ expansion zone, based on the number of ULEZ miles per non compliance vehicle.Some old biddy using her car occasionally is not really a good economic or air quality target.2) ULEZ should apply to all businesses only.3) Public transport should be expanded in the areas that have the most non-ULEZ miles per private driver routes.4) We need to stop wasting money on inner London projects such as Hammersmith Bridge and the cable car and use that money for outer London. A new cheaper Hammersmith Bridge should be built. Why kill people for the old bridge?

We have already a year ago got a new vehicle. But this does not mean I am not concerned about thousands of other people who will be left having problems getting to work, or needing a vehicle for their job, like carers, etc. I don't really think you think of other people as long as your all right Jack. What if you need to go to a Funeral, even Mortlake Cemetary now people have problems if their car wasn't compliant. What about going further visiting sick relatives. I begin to wonder if people with this attitude  don't have a life themselves, so don't want anybody else to have one.

I think actually it is you that doesn't know much about this.A caravan only has the same reg no. as the car because you put a plate on the back of the caravan to match the car's. Get a new car and you must get a new plate for the caravan.Indeed people are still buying diesel and current models of diesel car are ULEZ compliant. The point is that petrol cars have to be very much older to be non-compliant (over 16 years) whereas diesel cars older than 6 may be non-compliant. So the owner of an 8 year old diesl car can sell it to someone in Leeds and buy a 10 year old petrol car and not have to pay the £12.50.But none of these practical points are of any interest to people who just want to diss Sadiq Khan. What about you - do you actually have one of these cars or is it just a convenient bandwagon?

Michael, a camper van, isn't a caravan. A caravan doesn't have an engine. A caravan has the same Reg No. as the car. I think you should read more about it. Michael, people are still buying diesel, as long as it is a Euro 6. They haven't stopped buying diesel. I don't think you know that much about the subject to argue.

I doubt that Khan will even stand for a 3rd term. He will want to get back into Parliament. But by 2024 the expanded ULEZ will be last year's news. Nearly half of London households own no cars at all, let alone old fume belching bangers such as those targeted by the ULEZ.

I might have missed it but I didn't see anyone say "do away with cars completely", I certainly didn't, or mean to imply that. The motor industry certainly anticipates more changes; more lease, rental and shared options: car clubs or on demand transport along the lines of Uber.  As I said this will likely take time, at least a couple of generations, and obviously provision must be made for for those with mobility issues (a pity the government doesn't see fit to invest in lifts at all tube stations such as East Putney rather than invest in more roads, particularly smart motorways).

Your scare stories are just nonsense. NB if you want to replace Sadiq Khan, the next election is in May 2024. You get the same vote as the rest of us. The expansion of the ULEZ is unlikely to be very high on the list of issues people consider. It certainly won't be on mine.

More if you include those registered outside. There will be people that will lose their jobs because of this.There will be others that will fall further in debt at a time when they are already struggling.Some businesses may fold or move out.I do not think they are making a fuss!Outer London does not have the same level of public transport as Inner London.When the Mayor tried to reduce a couple of bus routes - people made a fuss.I really do not see how someone in Chiswick or near Putney where we have train, tube, buses, river buses & Santander bikes can claim people in Outer London are "making a fuss and Just a knee-jerk reaction".Which of these public services are you willing to give up to rebalance resources across London Philippa?

I have no problem with public transport if somebody is with me but we must all bear in mind that some people do not have that luxury.  Of course people on wheelchairs can be wheeled onto a bus, the problem is that there is not always sufficient space for wheelchairs and pushchairs.  Similar with trains and tubes, provided there are staff around to help them.A sweeping generalization of "do away with cars" is just not fair or feasible.

I suspect it may take a couple of generations but the idea that anyone can drive anywhere, anytime will become unacceptable just for purely practical reasons: congestion and lack of parking spaces will eventually win people over, although cheaper, more public transport avaliable to all is needed to assist that change in culture and mindset.

One takes it none of these people are going to drive into central London and park in Trafalgar Square but that all will use public transport.They might reflect on the experience of using public transport for a change and ask themselves if they really need to hang on their old bangers. The ULEZ rally is organised by the Together group also the rally is protesting against LTN’s low traffic neighbourhoods and the 15 minute city’s which are being piloted in Oxford and Canterbury right now.
