Best not get sidetracked into a business continuity discussion:-) Yes, the urgency to have our own coking coal for the UK steel industry is interesting,  particularly as the steel industry is looking to move to greener methods of production. It's a pity Thatcher didn't still with her initial acceptance of global warming and set the UK on the road to renewable energy - as one of the few politicians with a scientific background she seemed to understand the issues. Unfortunately she was too easily distracted by others ignorant of the dangers; Lawson and co?Many in that government wouldn't have been too concerned about the use of migrant labour in poor conditions, would they?

Yes indeed - depending upon the criticality of the service.For some systems separation within the same data centre may be sufficient for others different data centers will be used in case of a disaster.But ultimately there is a reliance upon the availability of fuel or electricity.The UK has spent decades kicking energy security into the long grass only to kick it again when we come to long grass.Energy security failures dates back decades to Thatchers that chose to rely on Soviet and apartheid coal. The exploitation of migrant mine workers is well documented even though some apologists refuse to acknowledge this. Very odd that the same party is now saying we should produce our own.

Well those happen all the time.There are lots of businesses in central London that have stand-by generators and have to look out for any outage as it can cause a problem to all sorts of machinery.I believe the Energy Bill is still going through Parliament and there could be amendments made to it to make it easier for community energy to benefit the local community.https://powerforpeople.org.uk/the-local-electricity-bill/campaign-facts/

I remember in PMQs Liz Truss being asked whether we would have power cuts.  "No" she replied.  I remember power cuts and short working days in the UK in the 70s so wasn't convinced.  Not changing the clocks as we do would give us more daylight.  Perhaps that should be revisited.There is a plan for people on smart meters to pay less for their energy during certain hours and more during peak times - or get be paid for using energy during off peak times.  Commercial users will save more than households.  You would have to be signed up for this.If you are able to you could for instance avoid using your washing machine between 4pm and 7pm which apparently are peak hours.  Do remember though that there are a lot of fires caused by white goods so take care and make sure that you have working smoke and heat detectors in your home particularly when using white goods at a time when you might have fallen asleep.

Michael,The mayor's ULEZ tariff has not been widely discussed but treated as gospel which has produced some very negative outcomes. The benefits in air quality and in raising revenue has been over spun.Ideally we should discuss the ULEZ just like any other tax. Like some other taxes it is dual purpose: to improve air quality and to raise revenue. As well as these we also need to address the other issues that apply to all taxation, such as: Is it regressive? What is the cost to revenue ratio? Is it retrospective? Are exemptions justified? Etc.Instead we get a lack of transparency and  nonsense such as:"say goodbye to exhaust emissions"."Just by second hand ULEZ compliant car"As if the last expansion was going to eradicate exhaust emissions! And the new cheap second hand ULEZ compliant car may actually be a worse polluter in the real world!Sadly this has been reinforced by the tariff structure.If we evaluate the ULEZ as indicated above we would make some urgent changes before expansion.

Swiss may halt electric cars to keep the lights on. Switzerland will ban the use of electric cars for 'non-essential'journeys.  If the country runs out of energy this winter.The Swiss government is drawing up plans, in emergency and crisis tiers, in the event the nation is hit by blackouts.They call for shop hours to be reduced and in the most extreme stages, stadiums cannot be lit and concerts banned.Switzerland mostly relies on hydro electric power it exports in large amounts in warmer months. But it is highly dependent on imports in winter. Emergency measures start at a 40C limit for washing machines and public buildings - except hospitals and nursing homes - heated to 20c.This will lower to 19c in the next level.  Under the next tier, shops will be asked to reduce opening times by two hours per day and electric vehicles limited to essential trips such as food shopping.The crisis tiers start with hot water shut off in public bathrooms and air conditioning in homes barred.Next, outdoor Christmas lights will be switched off and escalators stopped.In the next stage, stadiums cannot be lit. In the most extreme scenario, all leisure businesses will come to a close.So buying EV is so fantastic. But how come in UK we are the first ones to have our electric cut off indoors. Perhaps the government should think of other ways, instead of our lights. Stopping EV's or we won't be able to watch TV and you will have to have a pint by candle light.

Isn't the Oxford decision a political one also as aren't the charges set by the local council? Just different? Oxford's ZEZ charges seem a good incentive to buy an EV? To be honest, as a (very infrequent) Zipcar user I don't have a strong view on this, just trying to understand the issues; traffic, lack of parking, LTNs, etc put me off driving in London these days.

Michael, in Oxford all combustion vehicles indeed pay including motorcycles with prices ranging from £2 to £10.The point being the tariff structure is determined my the Mayor. There is no magic line that vehicles become emission free.£12.50 or £0 is a political decision.

Ed. My understanding is that Oxford has a zero emission zone (ZEZ). So unless one has an electric car (or hydrogen vehicle?) doesn't everyone pay? I think the rates vary between vehicle emission ratings and the charges may be lower than London's but is it much "fairer/better"? (I use quotes as pedestrian and cyclists may think that anything that reduces pollution is fair!) Must admit I never drive in or to/from Oxford these days, we got the Oxford Tube to go their yesterday as we weren't in a hurry, but train is quite efficient as well (well, in normal times it is).

TFL get a regular feed from the DVLA and acknowledge the https://www.trueinitiative.org/ data on real world emissions.Plenty of scope to have a more progressive charge which would also reduce emissions. The Oxford scheme being a good example.The odd thing is that the supporters of the Mayor will often ignore the fact that the tariff structure is political and pretend the Mayor's tariff is the only possible way.

ULEZ number plate scan said my VW didn’t pass the ULEZ emissions. So I question it’s finding and got into a boring long correspondence with the dreadful TFL. Eventually I won and didn’t have to scape my car and by a new car. I asked VW for my certificate of conformity on vehicle emissions. All emissions where fine but the ULEZ plate recognition with it very broad brush stroke had made a mistake. Thousands of people who can’t afford a new car most probably scraped there trusting car for no reason. I’am in  a group dealing in such maters with a local garage in Putney. It’s important to question everything local councils and government tell you. They can’t be trusted.

David,SW15 contains Roehampton university which has a majority of female students.My understanding - happy to be corrected is that after TFL axed the 72 to Hammersmith Bridge, the university had to provided their own bus service.Why was it axed? Richmond services were maintained.Many non-students also relied upon this link to Hammersmith.We need politicians to do the right thing not lip service!

An enlightening post, Ed, on a serious matter. It surely is part of a wider social and policing problem based on men's attitudes towards women rather than one specific to transport? And perhaps one that's been "swept under the carpet" until now? (I'm thinking of recent reports on police forces, fire brigades, the navy, etc.) As Barbara points out this discussion coincides with the article about the SWR White Ribbon award on the news page (which I'm sure is just coincidence) that emphasises the broader aspect of this issue.

Well, thank you for some crime figures, as well as surveys. It would appear that abandoning public transport is the answer, as the pandemic period fall in crime shows. So, more cars it is. Which, of course, brings other problems.

Perhaps it's an issue than men do not want to hear.With women making up more than half the UK's population why do we not listen?How can you have any transport policy without taking feedback from women?I've commuted into London over decades it is not difficult to notice that the majority of commuters are men.Over the decades I can't say it has been a pleasant journey but in all my years I have not once been a subject of unwanted sexual attention. How many women can say that?Yet it seems that some men have difficulty in grasping this fact. It does make you want to question their relationships with women that they do not know or do not wish to know the reality of travelling around London.I have often thought that UK companies miss out on the best candidates due to the reality of commuting putting many women off.I would have thought at least that those that defend freedom of movement between countries should defend the freedom of movement around our cities.I would like the movement around our cities to be green, safe and affordable.It is indeed odd that some men can feel threatened by a car whilst cycling but have zero understanding of the role power plays in other instances.

We get our car out to give a lift home to our son and any of his friends who might need a lift too.  Too much knife crime  in London.  We don’t mind him coming home late on Tube or train, but it’s when it’s not a straightforward route,  we provide a lift back.

I don’t want to go back through this thread, but I got the impression Barbara was talking about giving your teenage child a lift home late at night?  This is something I can understand as I have 2 teenagers. Matt, you have mentioned in the past the road in which you live and it is in a part of Putney with fewer people around than the neighbourhoods Barbara and I live in.  If you had a teenage daughter who wanted to walk back from URR late at night, you might feel differently.   It seems to me the men on this Forum have little idea of what it is like to be harassed by creeps and perverts when you are just walking along minding your own business.

As far as I recall, just about everybody would walk to my infant and junior schools. Although in the infants I do remember getting a lift in to school, in a Fyffes banana lorry driven by a friend's father. I felt special.

They also oddly enough tend to have more visible police. If we want to get more people out of cars we have to make public transport safer.

Look what happens to women who don't have a car, they are now to scared to walk home alone. With all these weird people about, or even young men who might be stabbed for doing nothing. Also parents most parents who would drop everything to pick their children up late at night rather than something happen to them. When my son was younger I would say if you haven't any money reverse the charge, but now most have mobiles, if they don't get pinched. Also tell the cabbie my mum will pay when you get me home. Obviously people who don't have a vehicle that is up to them. But don't put pressure on everybody else to do what you want them too.

Yes, diesels have fallen out of favour - this happened before any talk of expanding the ULEZ. To home in on the non-diesel/ULEZ only effect, check out the 2nd-hand values of petrol cars.But shock horror - what if 2nd -hand prices had gone "mad" but only for cleaner engines, because no-one wanted to drive an unnecessarily polluting car any more. Imagine that!

In fact it's plain wrong.Rather than imagining anecdotal evidence from social media, go to Autotrader and look at some real car prices.

To others it is a necessity.For most people what we need is good alternatives. What you say is actually a nonsense - if the 2nd hand market has gone mad then you can sell for a mad price too.I can tell you less than 1 in 20 cars in London is ULEZ non-compliant. I can also tell you I sold my non-compliant car and bought a compliant one for about the same money. It is only within London that people don't want to own them - people are perfectly happy to come from Reading and buy them.No-one living in London really needs a car - we hav an excellent public transport system. A car is a luxury. I don't one to choke my fellow citizens to enjoy luxury. Nor should anyone else.

The former. Have a look at the numbers. The idea that the ULEZ, net of the costs of implementing it, is some kind of moneyspinner is laughable.However, it has resulted in a substantial reduction in journeys by non-compliant cars.

Such a tariff would enable more compensation to those that qualify.But it is also important that revenue is returned in the form of local green transport not mega projects.TFL have not been very open about costs and benefits. Would the costs/benefits on the current tariff structure deliver compared not only to a different tariff but also completely different scheme? The mayor proposal has to show that investing in infrastructure that will only be relevant for a couple of years will deliver.I would prefer any investment to go into schemes such as communal dockless bicycles.

Unfortunately he is also wrong.It would be nice to think that that all the people with cars that do not qualify have the financial means to buy a new or second hard car that meets ULEZ.The fact that they have old cars gives a clue. Probably hasn't looked at the second hand car market recently which has been completely mad for the last couple of years.Many people would have had these cars for serveral years, know the reliability and history well as the running costs. They are unlikely to get much for it.

Matt, if you went in that in the traffic we were in last Thursday going to Enfield to a Funeral and back in the rain, you would wet yourself. With all the big lorries etc. You would have felt like a little ant about to be trodden on by a giant.You also missed the small print of the deposit. Then after you have paid for a few years, they then want the full sum to pay for it in full.  I was in car sales for 10yrs. Also some deals, you can have a new car every 3 years, but they are never really yours as all you do is pay out non stop on finance.

He's not going to get much cash from extension of the ULEZ. There are few non-qualifying cars left and between now and August, anyone with any sense will change cars. Most prats able to run baths would realise this. Could it possibly be that this is not a revenue generating move? Do you have a bath?As to motorists being easy tergets, the ones incapable of changing vehicles, observing bus lanes, parking restrictions and speed limite certainly are - but it begs the question - should anyone so brain dead be trusted with care of a moving vehicle in the first place?

Matt,I was just correcting your assertion that Khan was handing out money to anyone willing to take it - which is clearly not the case.The scheme has often been misrepresented several times in the past on this forum.I also did not say that the scheme should be open to everyone. I just stated what it was. The scheme as I said is not very generous to those that qualify. Again looking at the amounts - they are clearly too small.It really proves my point in my first post that there is too much over egging going on.The tax is regressive. Flat taxes tend to be but this one will hit those that can not afford it most.My solution as stated many times would be to have a different tariff - more progressive and greener."Suddenly become a fan of socialism then?"Raising taxes on the poor to pay for wealth homeowner's new windows and door is not socialism. ULEZ has already had repercussions on the price of used diesel cars in the capital. Non-ulez prices have fallen significantly. Many people are driving them up north and selling them there where the prices haven't tanked and demand is still high. However, continued heavy and unequal taxing on diesel by the chancellor means it's now significantly cheaper to run a petrol car, even though diesel is less refined and therefore much cheaper to produce. If I'd bought a diesel car after the then government urged us to, I'd be well hacked off now.

Does anybody know if there will be the same ULEZ rules as now or will they change?I changed my car in 2019 to be compliant with the ULEZ zone extended to the North and South Circular Roads in October 2019.

That's exactly what it is Steve. TFL is so far in debt under Khan's mismanagement he has to raise multi millions and this is just another hit on motorists who are easy targets.  The pr@t couldn't run a bath.🙄

"simply a money raising venture"Unfortunately Steve when I last checked revenue was well below what was expected.It will raise some revenue and it will decrease pollution slightly but it is a highly inefficient method to do both. Some small modest vehicle will be charged whilst some huge luxury 4x4 will be free. And they are happy for that to be the case because those with older modest vehicles are not the voters Labour is looking for.

It will definitely help but as I have said before, it has the wrong tariff structure. Which means it is expensive in terms of cost Vs revenue. To repeat the same tariff structure is either political, dishonest or plain stupid IMO. Time and even increased fuel costs have reduced the number of old cars and will continue to do so.Besides the costs the main issue is the over selling by political idealists. "Say good bye to toxic exhaust emissions" was one such slogan used. Did they really think that the last expansion would do that?But what can he do when his team told people that ULEZ compliance meant it was clear! Buy a compliant old car was the message! Looking at the Truth organisation website that studies real world conditions, you could actually end up with a car that pollutes more.Let's not forget that flat taxes are also regressive. A more tiered price structure  such as that used in Oxford's scheme could provide some progressive elements as well as enabling the Mayor, just like in Paris, to act when air quality deteriorates.A bit of a rant but having been recommended to stay indoors serval times since it's introduction says it all.Let's hope it doesn't cost more than it raises. Spending money on old tech with a  very short life is just wrong. How many communal bikes and tricycles could we get for the same cost I wonder??

Many of us with non-compliant cars will upgrade earlier than we had previously planned. Which is one of the intended outcomes cleaner air. After the first expansion I have managed with cycling and avoiding the ULEZ zone, but this will put me inside, so the car will have to go. It's old (but well loved) so not a high value. I'd rather keep it, but I also like the idea that I breathe slightly cleaner air when I walk or cycle. Annoying, but a penalty of London life

The Mail reports this in typically apocalyptic terms, with quotes from the usual outraged motorists (https://www.dailymail.co.uk/news/article-11468711/Sadiq-Khan-expand-ultra-low-emission-zone-London.html); I particularly like this one, from an outraged woman who said: "So you're telling me next year I cannot drive 5 mins down the road to work because I have to pay ULEZ charge for my car ???"  It doesn't seem to have crossed her mind that she could actually walk this trivial distance or even (the horror!) get on a bus. Reminds me of the woman who complained similarly that the ULEZ made her drive for half an hour when previously it her took 3 minutes. Are these people so completely wedded to their cars that they can't conceive of any other way of moving? And, of course, the report only too predictably moaned about Sadiq's supposed War on Motorists...

Might it not be better to combine it with a corresponding extension of the Congestion Charge to reduce traffic volumes, while at the same time investing in better public transport in the suburbs, and integrate it with TfL services to encourage its use? I'm sure Ed will suggest road pricing is a preferably solution? But I'm not sure that could be done in the timeframe proposed? (Apologies in advance, Ed, if I've got that wrong.)
