If you own a home, perhaps have a look at your personal expenditures and decide if a one time cost to install insulation could be funded by not having that Starbucks every morning, dropping Netflix, perhaps exercise restraint when at the pub and online shopping. I know it's trendy, but I don't want to have to use the government to do every thing for me... Never know, they might buy insulation that's also a fire hazard, whereas I would ask the question of fire safety before purchasing it.
