Jail terms for little Arthur's killers are referred to Court of Appeal

Thank you for this Sue.I am puzzled as the article states that the jail sentences handed to those two evil people have been referred to the Court of Appeal for being too lenient.But then, the article states that the Court of Appeal will not decide if either of them were too lenient in length.....
