I can remember when drivers used to empty their cig butts out of their car into the road. But there are a lot in Putney men that to put politely look like they have had a breakdown or not all the ticket, who walk down the road smoking, also the one's who sit in doorways, are you really going to be able to control them. Years ago when I worked in the snack Bar at the Hospital weekends, one young man got aggressive as he had been told we sell cigs under the counter, which we didn't. People with mental problem could use the snack bar and mix with the ordinary visitor's. I had a bell to ring if any caused trouble. I rang it once and 20 mins before anybody came. So the porters dealt with the problem. So unless you've the time to run behind smokers what are you going to do.
