That's an interesting initiative.  They seem to feel that without this it won't happen.https://www.itv.com/news/2021-10-21/italy-offering-to-pay-full-cost-of-upgrading-to-green-homes-plus-a-bonusHopefully something on this scale will create work - but of course in Italy they will be able to bring in extra workers from other European countries.I think they have insulated their homes in the past to keep cool whereas ours have been insulated to keep warm.  Different constructions will still need different solutions.

Italy is insulating every house, including blocks of flats for free.Guess they are just a backward European country.
