There are various industry initiatives to address fraudulent emails (for example, DMARC) but because the original email protocol is inherently insecure they're "bolt-ons" that have limitations and aren't supported by all email providers, ISPs, etc so will never be 100% effective, and can also result in valid emails being rejected and not being deliver. We just all need to be vigilant and pass on information.
