Well, if anything it's the council's fault for not checking up. Presumably someone with that many tickets, in this situation, is obviously not checking their vehicle for a reason.Furthermore, when I apply for a Parking Permit, I provide contact details and the address the vehicle is registered to. Why didn't the council send an information request to the DVLA and confirm the driver's address and send someone to knock on their door, contact them on the phone or send an email to get their attention. Sure, this could have been solved by the driver walking out and checking on his vehicle, but if you're self-isolating, working from home and presumably have enough food to sustain oneself, why would you check outside, especially if it's not in sight from any window.
