Beggar outside Lidl

Has anyone reported this man ro Streetlink? I tried but can't seem to log on. His plea to Please Help me echoes long after I passed him. He seems to be crouched by the railings outside Lidl entrance each time I pass.

He used to be further up PHS.There seems to be an organised group/gang dropped off by car by Sainsbury's in the morning by a fairly agressive lout/gangmaster. I would have hoped that Police Intelligence rather rhan Streetlink had a grip on these activities on PHS - the beggars seem to be allocated pitches on an organised basis.
