I think the idea is that the weapon is dragged along by the rope attached to the long piece of metal and the arms catch onto the fishing net lines, cutting them thus detaching the net, but I think Wikipedia is more informative!https://en.wikipedia.org/wiki/Net_cutter_(fisheries_patrol)

Thank you Michael.Do you happen to know what the offensive weapon is?  I cannot work it out - something like a harpoon?  So many "arms and legs".
