eScooter Spain has taken back control of the pavements apparently

Seems all sensible stuff, I wish we were free to have enforceable sensible rules"- They can no longer be used on pavements. Riders caught doing so will be fined by the police. - Neither can they be used on intercity roads, motorways, highways, bypasses or city tunnels.- Only one person is allowed on a scooter at any one time. Fines of 100€ will be issued to those breaking this rule.- The use of earphones whilst on a scooter is prohibited. Offenders will face fines of 200€.- Riders can also be fined for using their mobile phone or driving under the influence of alcohol and/or drugs. There is no requirement for cyclists to wear any particular clothing, day or night. Only lights and reflectors are mandatedHelmets are also not mandatory. 
Recommended is very different to mandated

In the last couple of days, I have seen an E-scooter going at great speed on the pavement in the High Street. That was twice, who is going to stop them, really dangerous.

Ivonne - Apparently that is coming in the second phase.For cycling reflective clothing must be worn between sunset and sunrise.I think the important thing is that have made a good start in regulating the use. The UK seems to be in denial still.

They sadly do not mention high visibility garments as a must.
