Each one is waiting for the other to blink, or at least offer a meaningful accommodation. I have read that the EU will make a concession on fish but only after BJ makes a concession on Level Playing Field policing. In other words the weaker party must move first (and I quote the Canadian official who negotiated their deal with the EU).
