I think it might have originally been designed like that to stop Eddie Stobart lorries driving over it but it seems to have a fence around it now.

Ah I thought it was going to be a playground roundabout. One of those old fashioned ones where you had to hang on.Facinating picture, I'm almost tempted to google roundabout art.
