I'm not sure how they'll monitor the millions of car movements within the expanded ULEZ zone, as unlike the existing zone, it doesn't just apply to traffic entering it. Rather than buy an expensive electric or hybrid, a cheaper solution would be to go to a car dealer outside London and swap your five year old now-non-compliant-in-London diesel for an older but compliant petrol version.
