Ed. It wasn't particularly my idea. I was on a conference call about a week ago that was giving details of the Police Cyber alarm scheme for SMEs that's being trialed in a couple of regions, and it was the chair person that noted thast not only did the police have to set up and maintain these schemes (I believe Action Fraud is also being revamped to make it more effective) but they still had all the traditional crimes to police (such as the moped crime detailed on another thread). I'm not sure I'd promote Agile as a lot of people misuse it! However, yes the main thing is culture change but that needs to be driven by education and social changes - not easy: it probably starts with parenting, good citizenship, good education and job opportunities, a high risk of getting caught and sanctioned, etc. Yes, I'm sure the police could use better management techniques - and probably they could borrow from techniques like Lean, etc. I can't speak for other policing areas but I know in the IT crime area they are building links with Universities to draw on student resources, knowledge and skills, and working with businesses who can also contribute. I guess these are frameworks that might be applicable to other areas of policing. Much of it is about people, management and communications plus effective use of technology tools, not the technology itself.
