According to the letter from the Council:
"The proposed measures are in response to Government guidance and Transport for London's call for local authorities to make temporary and immediate measures to reallocate road space to people walking and cycling, both to encourage active travel and to enable social distancing. The council has secured funding from the London Streetspace Plan (LSP) to deliver Low Traffic Neighbourhoods across the borough via an Experimental Traffic Order (ETO)."
So, the idea comes from Central Government and Transport for London are reinforcing it with the assistance of local authorities. As you can see, WBC received funding from central government to put this scheme in place. I suspect that, as there was a request form DHERA for the closure of the road during rush hour, they are using the request to implement the road's total closure.
