So I'll try and explain this. Of the c. 600-1,100 positive cases reported in the UK per day these include 4 Pillars but the main two are Pillar 1 (lab results for NHS workers etc) and Pillar 2 (community tests). What has come out today, which has been known for a number of days for people who look at the numbers, is that the data split down to local authority level is only Pillar 1.Pillar 1 only counts for a small number c. 10-20% of the daily positive number.For June 17 - 24 there were 7,500 positive cases of which 75% were Pillar 2. It is not possible to allocate these cases to local authorities so the general public do not know where the majority of new cases are.
