Agreed action on PHS is urgently needed and I sympathise with your sentiments, Bill, but to encourage yet more cars into Putney is precisely the wrong way to go. We've seen, briefly, during April and May, the benefits of lower traffic, particularly in the reduction of pollution: for the first time in many years, it's been within the legal maximum, although it's now crept back over that. So to encourage yet more traffic just means a sad reversion to the failed system of the past.
A much better approach is the idea of the "15-minute city" being proposed by Paris Mayor Anne Hidalgo, in which residents can have all their needs met, whether for work, shopping, health, or culture, within 15 minutes of their own doorstep.
