Yes, it is undoubtedly a scam. I was robbed by this con trick at the end of last year.
I was walking along Norroy Rd towards the High Street, when I was stopped by a young man of Mediterranean appearance. He told me he was working in Putney and didn’t know the parking. The ticket machine did not appear to be accepting cash. If he gave me £10, would I pay on my card for his parking. At first I said no, but then I said alright, but you don’t need to give me £10 as it’s only £1.50.
To cut a long story short, I put my card in the machine and never saw it again. He made his way to 2 banks and withdrew cash. This has been refunded by my bank. I thought he had 2 accomplices with him, who were waiting close by in a car. IMO they were his parents.
I notified Action Fraud and never heard a thing from them. When I was in Fulham shortly afterwards, there were signs up on parking ticket machines about the scam, but none in SW15.
