I completely agree with Neil.  This is a desperate attempt to compensate for lost revenue from empty and struggling retail units in the Exchange, due to greed, and will not benefit existing shops with increased footfall occurring mainly after they close.  The reduction in parking spaces will drive shoppers elsewhere.Apart from the obvious negative impact on local residents, the issues that concern me are:1.  Security - 500 people will need the loo, which unless facilities are provided on the roof, will entail inebriated (yes - this is primarily a drinking venue) people using the facilities in the Exchange, requiring extra cleaners.  If you have visited these places, the loos are left in a revolting state, and often used for other unsavoury/illegal activities.  When customers leave, they will have to be securely escorted.  I would bet that within the first week, some drunken fool will be locked in for the night. The Police are already over-stretched, so cannot be relied on in an emergency.2.  Access/Health and Safety - As far as I am aware, there are only two lifts and a stairwell, which will be crowded to capacity when revellers leave at midnight.  This will put extra strain on the lifts, causing regular breakdowns, and problems for the disabled and those with buggies.  In the event of a fire, with presumably gas cookers/barBQs on the roof, how will large numbers be evacuated safely?Deliveries to shops now occur mainly at night.  Those leaving in taxis will cause parking issues, making deliveries harder.  An exodus of 500 walking to the nearest tubes and station will add to the existing pressure on already overcrowded system. For those in urgent need of "cool" - take a short trip on the District Line to The Prince right by West Brompton tube, where an existing pub has been expanded to house 800 revellers.  The situation in Putney would be completely different, using a shopping centre, currently closed after dark, not an existing F&B outlet, with existing appropriate facilities.This application will suck the life out of nearby pubs and eateries, and add to existing antisocial behaviour, making Putney far less family friendly after dark.  Who would wish to take their children to the new Odeon on a Friday or Saturday evening?Putney as a whole will not benefit in any way from this unthought-out, self-seeking application based on corporate greed.  Object.I hope that all those who moan endlessly about aircraft noise, will be top of the list.
